This tea bag strainer / holder is a two piece set. There is the strainer, and the under bowl. It is marked "Plato Silver Plated England". It measures 3.5 inches across, and if you include the handles in the measurement, then it's 4.5 inches across.

I purchased it at an estate sale. The seller said her mother brought it back from a trip to England in the late 1950s. The mother put it in her hutch for display and the seller said she never saw her mother use it. I believe that to be true because it is in exceptional condition.
